Whitney Consulting Group, LLC was founded in 2018 by Steve Hamilton as a dependable option for assessing services for communities of varying sizes. With decades of assessing experience in New Hampshire including the Director of the Municipal and Property Division of the NH Department of Revenue Administration for over ten years, served on the NH Assessing Standards Board and the NH Current Use Board for ten years, worked four years for the NH Board of Tax and Land Appeals, and six years for NH municipalities; Steve offers an incredible breadth and depth of knowledge on a multitude of subjects.

In order to best serve its clients, Steve has intentionally built a team of experienced, knowledgeable, and dependable members that communities can be confident in. With team members that specialize in different areas of assessing, Whitney Consulting Group can offer the expertise communities need.

Steve Hamilton, CNHA

President and Assessor Supervisor

A Certified New Hampshire Assessor and NH Certified Property Assessor Supervisor, Steve has over 35 years experience in municipal assessing and appraisal work. He currently serves as the Belknap County Director for the NHAAO and as Commissioner for the Merrimack River Valley Flood Control Commission. Steve's Expertise ranges from assessing standards and laws to valuation updates to effectively and efficiently running an assessing office to testifying and defending values.

Emily Goldstein, CNHA

Vice President and Assessor Supervisor

Emily is a Certified New Hampshire Assessor and a NH Certified Property Assessor Supervisor. She was appointed to the Assessing Standards Board in 2023 as the NHAAO Representative. She currently serves as the 1st Vice President of the NHAAO. Emily has over 10 years experience in municipal assessing specializing in valuation updates, evaluating assessing practices to create consistency that communities can rely on, and communicating with municipal employees and taxpayers effectively.

Bob is a NH Certified Property Assessor Supervisor with over 25 years experience in assessing. He specializes in commercial valuation, valuation updates, assessing software, supervising assessing projects, and communicating to municipalities and taxpayers effectively.

A Certified New Hampshire Assessor and a NH Certified Property Assessor Supervisor, Josephine has over 20 years experience in assessing at municipal and state levels. She specializes in supervising assessing projects, managing assessing departments, valuation updates, and communicating to municipalities and taxpayers effectively.

Bob is a NH Certified Assessor Supervisor. He has nearly 40 years in the real estate appraisal field and has been a New Hampshire Certified General Appraiser since 1990. 22 years experience in the assessing field, including at the state and municipal level. Certified assessor supervisor since 2003.

A NH Certified Property Assessor, Ben has several years experience in assessing at the municipal level. He is trained in assessing projects, sales validations, exemption and credit verification, valuation updates, and communicating to municipalities and taxpayers effectively.

Lorie is a NH Certified Assessor Assistant and is eager to build on her experience collecting data in the field, working in assessing departments, and communicating with taxpayers effectively.

Sandi Gromoshak

Assessor Assistant

Sandi is a NH Certified Assessor Assistant and Residential Appraiser with 24 years of experience appraising residential properties and 19 years owning and operating an appraisal firm. She appraises for lenders, attorneys, accountants, taxpayers and homeowners for purposes of mortgages, death, divorce, tax abatement and more. As a former appraiser for the NH Department of Transportation’s Right-of-Way Division, she provided appraisals for properties that the NHDOT needed to acquire, via eminent domain, for transportation projects. Sandi has experience with data collection as a Measurer & Lister and she holds her REALTOR® license.
